Although the big block has physically bigger dimensions in total, the valves are different, layout, configuration, cubic inches and internal design, all separate from the small block. Either engine type can have bigger or smaller cubic inch capacity, even though the big block is physically bigger.
Essentially, think of the two engine designs as just two ways to solve the same problem.

But which is the best engine to put in your muscle car? That really depends on who you are asking in truth! Traditionally, big block all the way, but the small block has so many examples of greatness.
